CM Jagan’s Initiatives Inspires Karnataka to Embrace English Proficiency in Govt Schools
“The efforts of Chief Minister YS Jagan to prioritize school education in Andhra Pradesh are yielding positive outcomes. The State Council of Educational Research and Training (SCERT), which had been less active under the previous government, initiated the use of pictorial dictionaries to enhance English language skills among all government school students, as directed by CM Jagan. This innovative policy, currently in implementation in AP, serves as a model for other states. Notably, Andhra Pradesh achieved a level-2 rating in the performance grading index announced by the central government last year. Additionally, the Prime Minister’s Economic Advisory Council highlighted AP’s exemplary role in foundational literacy and numeracy in a recent report. The English proficiency system of AP government school students has also garnered attention from Karnataka officials.
Expansion to Kannada-English Dictionaries
The Karnataka government is set to adopt AP’s policy of introducing pictorial dictionaries to enhance English proficiency among students in government schools. This decision reflects the state authorities’ careful consideration of the skills of government students. Plans are underway to distribute pictorial dictionaries to Karnataka students in the upcoming academic year, following AP’s successful model. It has taken the initiative to design dictionaries in Kannada-English languages in collaboration with AP SCERT.

Content of Pictorial Dictionaries
Under CM Jagan’s leadership, several programs have been launched to enhance students’ learning abilities in government schools. SCERT has entered into Memorandums of Understanding with renowned educational institutions to achieve this goal. Teacher training programs in content, spoken English, communication skills, and management skills have significantly enhanced teaching capabilities. A scientifically designed pictorial dictionary in English-Telugu languages includes words from classes one to five, accompanied by colourful illustrations.

The government distributed a total of 30,36,516 dictionaries to 23,72,560 students in 2021-22, to 3,55,280 students in class I in 2022-23, and to 3,08,676 students in KVK-4 in 2023-24 under the ‘Jagananna Vidya Kanuka’ initiative. The schools have adopted a daily teaching plan for one new word, and the ‘Learn a Word’ program introduces students to new English words. Karnataka officials have taken note of this approach and have decided to implement it in their state.”
