Telangana Interim Budget Presented in Assembly: Allocations to Departments Details

For the financial year 2024-25, the Congress government in Telangana introduced a vote-on-account budget estimated at Rs. 2,75,891 crores. Finance Minister Mallu Bhatti Vikramarka delivered a speech in the Assembly on the budget, detailing revenue expenditure of Rs. 2,01,178 crores and capital expenditure of Rs. 29,669 crores. The fiscal deficit was calculated at Rs. 32,557 crores, with a revenue surplus of Rs. 5,944 crores.

BRS transformed the state into a heap of debt:

The Congress government allocated significant funds for its six guarantees in the budget. A total of Rs. 53,196 crores were allocated in the budget for this purpose. He stated that the previous government neglected people’s welfare. He criticized the previous government for mismanaging welfare schemes, leading to Telangana’s transition from a wealthy state to one burdened with debt. He declared the aim to surpass the previous government’s debts and achieve balanced growth in development.

Farmers to get Rs. 2 lakh loan waiver:

Mallu Bhatti Vikramarka announced plans to conduct a mega DSC soon and also to fill 15,000 constable positions. He said that they have allocated Rs. 40 crores in the budget for the management and appointment of TSPSC members. He also announced plans to implement a Rs. 2 lakh loan waiver for farmers soon. He announced providing Rs. 15,000 in assistance under the Rythu Bandhu scheme and stated that the scheme would be stopped for ineligible and wealthy individuals.

Rs. 5 lakh assistance to build a house:

Mallu Bhatti Vikramarka mentioned that under the Mahalakshmi scheme, Rs. 300 crores per month are being paid to the RTC. He also stated that under the Gruhajyothi scheme, eligible individuals would soon receive 200 units of free electricity and gas cylinders at Rs. 500. He mentioned that a master plan is set to be implemented for the development of textile parks, pharma, IT, and dry ports in the state. He also announced that across the state, 3500 Indiramma houses will be constructed in each constituency. Additionally, those who have land will be assisted with Rs. 5 lakhs for building their homes.

Making radical changes in governance:

He mentioned that measures have been taken to reform the revenue system and a committee of five members has been established to study the Dharani portal. He stated that changes are being made to the state emblem to reflect democracy inspired by the constitution and the culture of Telangana. He also announced the change of vehicle registration from TS to TG. He also stated the intention to set up digital classrooms in all schools, aiming to transform Telangana into an education hub. He also declared “Jaya Jayahe Telangana,” written by Ande Sri, as the state anthem of Telangana.

  • Panchayati Raj and Rural Development: Rs. 40,080 crores
  • Water Resources Department: Rs. 28,024 crores
  • IT Department: Rs. 774 crores
  • Municipal Department: Rs. 11,692 crores
  • Education sector: Rs. 21,389 crores
  • Musi River Project: Rs. 1,000 crores
  • Health sector: Rs. 11,500 crores
  • SC Welfare Department: Rs. 21,874 crores
  • BC Welfare Department: Rs. 8,000 crores
  • ST Welfare Department: Rs. 13,313 crores
  • Minority Welfare Department: Rs. 2,262 crores
  • Housing Department: Rs. 7,740 crores
  • Industries: Rs. 2,543 crores
  • SC, ST Gurukul buildings: Rs. 1,250 crores
  • Electricity – Gruhajyoti scheme: Rs. 2,418 crores
  • Electricity companies: Rs. 16,825 crores
  • Facilities in Telangana Public Schools and Universities: Rs. 1,000 crores
